If you want free CAD BIM software (same thing Revit does) try ArchiCAD. It is available as a free download from their website. We switched to it this year over getting a new version of AutoCAD. My students love it. However their biggest complaint is that you are able to customize the drawing way too much (options, finishes, etc...). The license is good for two years if you use your school email address to register, plus they have Mac and Windows versions.

My budget is $400.00 and I use that to buy new drafting equipment. I just use my scraps for the projects, bring in 2x's, or have the students dig through stuff from home. I make sure that they have a list of approved materials and they share materials so no one has a big advantage over the other.

You could also try spinning the wheel by hand (after removing the drive belt) and checking to see if it constantly stops in the same location. If it does, you could try adding weight to the opposite side. I have used hose clamps on a drive shaft to balance it.

I am sure this does not help you though, but this is what we do.
Our first two years of drafting is all board drafting (one and one half years of mechanical and one half year of architectural). It is not until the third year that we teach ArchiCAD.
I also throw in some activities for all four years like CO2 cars, crash car, etc...

Did you try adjusting the top wheel to see if it tracks better?
If trying to adjust the tracking by moving the top wheel did not help, it sounds like a camber issue. Basically the wheels are not vertical and either the top or the bottom of the wheel sticks out farther than the bottom. On a car, a shim would be inserted on the bottom to bring it out and parallel with the top of the wheel. I don't even know if it would be possible to adjust the camber on the bottom wheel.
I am assuming that you have called Powermatic about the issue. What did they have to say?

Well, since I do not know how many of each piece of equipment you have, I am unsure. If you only have one of each piece of equipment, it sounds like you need either a Donaldson Torit 450. I would recommend going with the 55 gallon drum base.
I do not know what type of piping you have in the shop, but I would suggest replacing it with a system called Easy Duct by Donaldson Torit. It is something that you could install to save some money. It clamps together, is flexible, and there are components and adapters for everything. Plus the interior is smooth which helps to prevent clogs and loss of suction.
I priced a 450 with new piping a few years ago and the cost would have been $32,000.00 plus electrician fees to hook up the collector. The collector was half and installation fees of the piping and collector were the other half. Sometimes you can purchase used machines from dealers at a discount.
I would recommend that you search the Donaldson Torit website for a dealer in your area/state.
I know there is a company called Professional Machinery Group located in Tracy, CA (http://www.professionalmachinery.com/) that has used/bank owned equipment. You could tell them what you are looking for and maybe they would be able to locate, deliver, and install it.

While I have not built a boat, I found these plans last year during my down time searching for other plans that students may be interested in.
I know nothing about the quality of the boat, supposedly it works.

Is there a specific reason that you want a 21" 3hp bandsaw?
Two years ago I purchased a Rikon 14" bandsaw for the shop and absolutely love it. It is capable of doing anything we throw at it.

I do not have the plans, but in college I helped make a small one out of a 2x4. It consisted of two holes with a rotating cap. We drilled indentations into the top of the 2x4 for the marbles to stay put and used the table saw to cut the grid pattern.
